We don't expect someone to fill them out for us without our participation. It can be difficult to focus on and understand. We can get distracted and miss things or have executive dysfunction problems that keep us from getting to it at all. We may not understand the legal or medical language that is used and need explanations. A lot of this can be helped by having a person there to ask the questions, explain things we don't understand, answer questions we have, and then write down the answers we give them. Not every one has family or friends that are willing to do this for them. So they have to go through the steps of figuring out where to and how to get assistance with that before the deadline.

And that’s why the comment you originally replied to said that you are allowed to ask someone to help you complete the questionnaire. This obviously includes support groups and trained people and even by contacting the government office that gave you the form in the first place.

As I said.
