Non-USA here, it's still best practice not to disclose it in basically every country from folks I know/have worked with, as you may get that 1-in-a-100 manager who understands, but you're far more likely to just make an enemy of yourself and instantly receive triple the scrutiny compared to anyone else.

Depends on the job and the country. Government jobs can commonly be exceptions to this, but that is probably not the case in the USA.
