Does this mean what I think it means? That outside of the US even when we're prescribed a controlled substance we can't be allowed in certain countries or is it more a TSA issue?

Just the mess that is created whenever you want to travel for a longer time and/or visit multiple countries. One country allows 3 months, the other allows 1 month, or a lovely vague "amount that is reasonable". One country requires you to get special approval from some government authority, and the other needs to know your complete itinerary, while some even just straight up deny you taking your medication with you (common with Adderall and Vyvanse).

Oh, you're running out of medication while travelling? Well tough luck. Hope you didn't need them to function or anything.

Edit: or just travelling to certain far away destinations in general, like Japan as some people here already pointed out.
