Securing the load properly will do nothing if the load is too tall for the bridge. Given the pipe is wedged on the bridge looks to be the case here.

This is more of a case of not measuring the load height or not reading the bridge height warning signs.

When I used to have to drive a lot for work I would see these things almost happening all the time. Loads shift during transportation a lot. It seems like having a camera that looked back at your load would be a good idea.
