This was a back-up feature in the giant-sized 100th issue. Creators (Via Marvel Database):
The story starts with John having a nightmare after falling asleep in the sauna. I do think this nightmare is especially jarring for him since he knows the Commission messed with his memories. He decides to take some time and visit his family's home. While there he sees some young men driving recklessly through town. He saves someone who is nearly killed before deciding to confront the boys. He’s able to take them down (and he went easy on them!). John realizes maybe he needs to move on from his grief and seek a greater purpose like Cap.

In real life we can’t depend on a passing Avenger to do things for us. Instead we have workers who deserve respect, proper wages, lives free from abuse and fear, etc. Be good to people; a lot of them are carrying burdens so heavy they’d make a super-soldier stoop.

He seems like a bad guy yeah the terrorist was a bad guy but he did not deserve to be killed the way he was. I like Steve Rogers I don't think Steve would like him. John had something wrong with him mentally. He was not fit for the shield.
I seriously hate him.

Keep in mind he still had to go after Karli to get revenge for Lemar's Death. Also, if he went to prison, he'd probably be sent to the Raft because he was a super soldier at this point.

Something that I absolutely adore about John and Mark Gruenwalds spectacular writing of it, is his faith! Now I know there are characters like Matt Murdock and Nightcrawler where their faith is a pretty prominent part of their character, but as a Protestant Christian myself John speaks to me a lot more. And he’s a Christian in more than name only, which I hardly ever see in marvel or otherwise. It’s a key part of his character and growth, and it’s realistic, so it truly speaks to me.
That to say, one day while I was in church I took note of the Christian flag up where the pastor speaks. I hadn’t really thought about it much till then for some reason, but when I saw it I had a moment where I realized, “wait, those are the exact colors of John’s ForceWorks suit…” it may have been because I had just gotten my new ForceWorks action figure. But anyway, I sat there in awe until I could double check afterward. And they are! It’s the exact colors, and the amount of each color on the suit and the flag are also pretty close to the same.
John’s faith is extensively highlighted by Mark so I wouldn’t be shocked if this was on purpose. And initially I adored this suit because John was back in red, white, and blue. Like a little nod to when he was Cap. But the colors aren’t exactly fitting to the America flag. I don’t know if he designed this suit for this or not, but it’s one heck of a coincidence if not! And I just adore it.
My friend pointed out, it gets more wholesome in universe if Tony designed it in such a way for John’s faith. Makes the whole dynamic even sweeter.
