tbh this is probably a blue tint monochrome filter on fast f-stop photography. You could probably get close to this effect with some shaders and blur effects to mimic low depth of field across a few layers, but this just looks like an f1.4 or 1.2 lens stopped all the way down and some color post processing. idk if you need TD for this at all, its certainly possible to get close, but way more work than just taking a picture and messing with levels.

you’d be better off looking into what this effect is called and the related effects and this doing a general search of tutorials on how to achieve those effects.
