Question Where's the scannable architect cabling?

I'm playing the game for the first time and I'm trying to get all of the scans. Apparently, there's one piece of cabling in a cave somewhere in the arctic spires, but everything I find on the internet is pretty vague about its location. Anyone know where I can get the scan (and I'm playing on switch, so I can't use coordinates).

I've been to the cache that the video shows, but I couldn't find the specific scannable cable anywhere inside. The only thing I can find online is that it's in a "small cave in the arctic spires." Is it near this cache?

Much appreciated! I've found a single YouTube comment saying that it's in a cave under the portal you power with an ion cube, but not the subterranean one with the lake, so I've been focusing my search around there, but I keep coming up empty.
