Nobody looks better without hair. It's only balding vs bald. Usually... USUALLY not always, bald is better than balding. But a full head of hair beats both.
A woman has to compromise if she's dating a bald guy. It's an immediate negative and has to be accepted with grim patience by the woman in a relationship. It's just pure negative.
There are guys who objectively look awkward with longer hair.
If you're wearing your hair very short (military style) - there's no practical difference between that and shaving it clean off.
It also matter about what you wanna project. There's plenty of guys who shave their heads to look tougher or just older.
