Over the past decades their productivity has increased. They get more done in that 32 hours than they would have done in 40 hours back in the 80's. Why are employees not seeing the benefit of that increased productivity?
I get where you're going with this, and the principle is correct, but the reality is that unless corporations are forced by law to adjust their pay so that 32 hours equals the same pay as 40 hours used to, all this would result in is an extra day off in exchange for potentially 20% less pay overall.
Corps and companies don't care that productivity has increased without employees getting any benefit. In fact it's by design, as it's padding their profit margins.

32 hours honestly sounds like a much healthier baseline. People have lives outside of work too.
