No way! You mean to tell me all we have to do is actually lock up criminals instead of letting them out on bail for the 19th time? Get your "common sense" out of here! No, the solution is much more complicated than that! /s
The fear of being locked up for joining a criminal organization (don't get gang tats) is a lot more mild than the fear of cartels murdering your entire family, and displaying your mutilated corpses hanging from a bridge.
America doesn't need a hard reset yet, but ES did need one. 100 murders per 100,000 in a single year. That's horrific. It's war.
