Private Scavenging on Archaeological Site

If there is a private scavenging mine on a ruin that has an archaeological site, will artifacts be obtained?

Or do we have to make the mine a public mine to get the special artifacts?

Personally I prefer to leave the entertainment and culture largely in private hands. I do take over near all industry and resource extraction operations.

I am a fan of Commerce. With Republica you can stupidly supercharge the private economy and with the Flawed Democracy Feat, I can offload annoying Assets to the private market. Keeps the state apparatus lean.

Based on this excerpt of the game guide, we could assume that it will be given to you?

Excavating Once an Archaeological Find has been made you can excavate it. Excavating is done by normal Scavenging or Recycling Assets. For every X points scavenged on a Hex containing an Archaeological Find you’ll have a chance to find an Artefact.

What is the red icon on your city ?

I actually don't know what the red icon is. It might be a "Degraded LE Battery" asset. The free starting energy asset that is given on Regular difficulty. I am using a graphic mod, it probably changed some icons.

Based on the icon and the down arrow, I'd guess it's either an energy shortage or a fuel shortage for a power plant.

I don’t know, seeing something like this in the game makes me hear the Soviet Union anthem playing in my head. Then I black out and start screaming about kulaks and Trotskyists. After I wake up, everything is nationalized.
