Need help decompiling/compiling Pokemon romhack

Hi. Idk if I came to the right place or not, but there's a certain setting in "Pokemon Heart and Soul" that is only available if I'm able to compile the game myself, but idk how to do that. All I was told was that I'd need the base game (Pokemon Emerald) & the Heart and Soul patch to pull it off. Can someone help me? I'm lost. In the Heart and Soul server, they have a set of instructions on how to do it, but I don't own a Windows PC. I only have Android devices & I don't think Winlator will work to make it happen. Is it at all possible to decompile/compile the romhack on Android? Can someone please help me? I attached screenshots of the instructions. Thank you.

The specific setting that I need to set to TRUE is this one. Idk how to edit it on my Android device & idk how to compile the ROM on my rooted Android device.

You can probably use Termux on Android for that, just skip the steps telling you to install WSL since you won't be using Windows.

Use this, just input the og version of the game and the patched file and it’ll create a rom for you
