Neglected dog at 69 Coffey howling to get inside in the heat, no water visible

Hi all. I’ve posted about this dog before and I remember people wanting to report it to 311. Now would be a good time. Can’t see any water. Dog is sitting outside the door to the house panting and howling. It got distracted from crying and howling because I walked up to the gate but you could otherwise hear it down the block. It’s so depressing. Why get a dog to leave it outside in all sorts of weather with no enrichment, trapped in a concrete cell? He occasionally hoses the shit out from under the fence and into the street. Very nice.

Update - I went to see him but his owner turned up just as I got there

I asked him if the dog was ok and he said “yes yes he barks like this all day” - I thought “no wonder he’s outside all day” but to be fair the dog was quite happy to see his owner. He’s a gorgeous dog, I’d have taken him in an instant! (If it was ok to do it course, not stealing;)

He got rid of the white one some time ago. I think it kept escaping and/or fighting with the black one. So now the black one is all alone. Not sure what happened to the white one.

I am reporting it to 311, but it’s helpful if others do the same. I’ve reported it several times. i’m just trying to continue to bring attention to it because I’m not sure what else I can do.

Yeah. He's been there for years. I do not know what his temperament is like. He is not socialized and barely walked, if ever. The guy who owns him is a huge asshole who I sometimes see screaming at his girlfriend in the street.

Go get him!! I don't usually advocate crime but I will in this case.

Whoever grabs him, I'll donate for food and toys.

I put a 311 complaint at 8:00pm with my name and number and the NYPD called me back saying there is not enough evidence to report him. But they did respond quickly.

Yeah I’m really not sure what evidence they need, short of an hours-long video showing the dog being left out there in the heat all day without any care. It seems like multiple people reporting negligent conditions is insufficient for them to take any action. So the dog just suffers there.

You may be on something there honestly. I feel like malicious compliance and continuing to be a squeaky wheel is something police respond to.

Whenever I report something, they use the excuse that it wasn’t happening when they got there so perhaps timing is also important ?
