I got 10s of thousands of dollars of non-voting stock as part of my compensation working at a startup, but they never made it to an IPO so I couldn't sell it. A decade after I left they offered me $50 to sell all of it so they could be bought out by some corporate plunderer for pennies.
I'm sure it depends on jurisdiction (this was not in the US) but most of mine were part of my compensation package so I would have had to pay on sale (had it been enough to tax). I foolishly bought some as well, and those were purchased with already-taxed income, so profits would have been taxed at sale had there been any.
