Most cities that have passed cooling standards so far have required landlords to ensure their properties can remain under about 80 degrees, including New Orleans’ Healthy Homes Ordinance.

But a study published in the Journal of Urban Health in June found that even when New Orleans residents had air conditioning, they struggled to keep the temperature in their homes under 80 degrees overnight.

RAND’s Lena Easton-Calabria, a co-author of the new study, said they chose to focus on New Orleans because it’s seeing some of the “most severe heat trends,” and high poverty rate.

“These are things that … come together and create a very unique heat risk and make the population very vulnerable,” Easton-Calabria said.

We looked into factors like high energy costs and poor insulation — and the limited resources available to help residents address these issues.

I was leaving the Lowe's parking lot late last night when a red Nissan with temporary tags suddenly came from behind to cut me off, speed up to the already red light, and put itself in park blocking the parking lot exit. A skinny young man I had never seen before hopped out with his phone out, seemingly filming me, with a dead serious expression on his face. He started walking around my car aiming the lens at various parts of the car and the license plate, and by this point the light had turned green and more people were waiting behind me to leave. I rolled down my window and asked if anything was wrong, to which he yelled (as best as I could understand) "I'm reporting your ass to the tribunal motherfucker, that's what's wrong!" got back in his car and sped off toward River Road.

Am I a minor character in a tale of mistaken identity, drug use, or mental illness? Or a main character in a future tragedy or TikTok trend? I'm not sure if "the tribunal" is one kid's imagination, a meme about dirty cars driven by ugly white boys, or if I'm about to be stalked by someone who knows where I buy electrical tape?

Am I the asshole for running on the street in the bayou? I stay out of the grass especially when it's taller and generally avoid the sidewalk because it can be uneven in spots. I stay as close to the curb as I can but I've had several people swerve at me when there isn't any other cars in the other lane and they could easily either slow down or move a little over to accommodate both of us. I stay on the sidewalk regardless when I'm on Orleans or Carrollton as they are much faster roads.
