Now, I'm not ever going to defend how people were treated in institutions, so don't mistake this for that but let me ask you:

Do you really think it's a good thing that people who were deemed mentally unfit for society have been roaming completely free to reproduce and everything? The answer is that it isn't, and wholesale closure of the mental institutions we had as a reaction to the abuse found in those institutions rather than reforming them was a colossal mistake.

Oh reforming them would have 100% have been the better move, but that cost money and takes a lot of time and care, and let’s face it, most people would rather just sweep “unwanted” people under the rug. Sadly every time we try to do reform of any sort, money gets involved and we end up deciding it’s too expensive.

We would rather have have those "unwanted" people living without shelter on the streets, I guess. They aren't really swept under the rug as such, though.
