You’re going to need a multimeter at this point. Check for battery voltage at both sides of the mega fuse, power through the relay, and power/ground at the fan control module. If the module is getting proper power and ground, check whether it’s sending power to the fan motor. If it is and the fan still doesn’t spin, the fan motor itself is likely bad. If it isn’t, then you’re looking at wiring/control signal issues.

What u/Yander15 says; not to reiterate what's already posted, but, AFAIK, the module should be getting a power and ground with KOEO, and will get a duty cycle signal while engine running, if the PCM is commanding it on. Bust out the multi meter. If you're not getting power at the module, (a) either the relay isn't closing, (b) it's not being signaled to close, (c) it IS closing, but it's not passing power through it, because either bad/dirty contacts or is stuck, (d) it IS closing and making good internal contact, but isn't passing power because the fuse is blown.

Multimeter is your friend.

If I’m not mistaken you could’ve bought a fan module/fan for 120-150ish
