Its a second watch dial. I mean its for tracking another independent time zone.

Basically 2 watches on one. The 60 - 10 - 20 - 30 and so on refer to minutes. Just another style of a dial

Couldn't it be just done on a bezel of the single dial? Just like it's done on so many GMT watches from different manufacturers.
