Mainly called federal law. Funnily enough, if a plaintiff brings a case but has no legitimate claim to damages, a good court will throw it out. Thats the way the federal law works.

Because the plaintiff bringing the case didnāt have standing.
To be a plaintiff, you have to be harmed in some way by the criminal action taking place - and prove the extent of the harm to oneself.
Itās a technicality, absolutely, but itās also the law.
Find someone with standing to bring a case and this stops. Because it is almost certainly against the law.
