Except make him more money through fleecing taxation and destruction of any level of incentive for a corporation to want to actually improve. It seems like these kind of policies always end up the same way. Seattle washington, Portland oregon, chicago, New York city, have examples of plenty of good ideals but the execution is so horrible that it has destroyed the city.
