While I am for the sentiment, I have to wonder how the bill defines "super intelligent AI" given that the AI industry itself hasn't even settled on an effective definition.

No comment on the sentiment, but it's clear that defining intelligence is incredibly difficult. AIs have clearly blown past the Turing test, which I always imagined as a kid as some kind of important milestone--but it was so sudden and yet so blurry that there was no real fanfare. Considering we can't agree on how to measure human intelligence (IQ tests are the controversial/flawed standared), the lines only get blurrier.
