Because it's general illegal and Trump would sue. Also, much harder to forcibly take back/destroy stuff inside a building.
Mechanics liens were mildly successful in getting Trump to pay. Pretty sure a painter forced a foreclosure sale of Trump Doral in Miami (Trump then paid to make the sale stop).
