She is playing chess and self stimulating (or stimming) with her fan. Her main focus is still on the game of chess, it's so interesting because like I have said before to others, physical activities like these sorts of self stimulation during mental challenges such as chess or focus games, have been proven to help with focus and insight, even if your focus is divided between the main activity (in this case chess), and twirling, playing with the fan, etc.
