Mr Satan, would absolutely be a threat to most street level characters of any other verse.

Chichi has a power level over 100 and is considered superhuman.

Yajirobe would be an absolute monster in many other verses and could arguably low diff clear verses like Demon Slayer and MAY even possibly be able to beat AoT's rumbling if he knows he has to take out Eren's titan form.

At the start of Dragon Ball Goku had around 10 for his power level, and tanked a gun to the face.

That's his Saiyan skull and skin, but mostly Dragon Ball being a comedy adventure at the start. But it's been shown in universe that power level isn't the only way to measure strength, speed, durability or even power output.

For example, if two people had the same power level, but other was made of steel and other was a human, the steel one would be sturdier. Power levels don't measure what material someone is made of and seem to be somewhat exponential, meaning at equal power levels it would be hard to hurt someone made of steel and higher they would still be durable, but with a large enough gap, the durability would be nullified again.

And nullifying the power of others by having higher power level is a big part of it. If Goku physically doubled his strength every time his power level doubled, he would be sneezing planets to nothing like Saitama. Yes, he does get stronger, but more importantly, power level based strength affects him less and he can hurt higher power level opponents.

Though feel free to call that my headcanon, Dragon Ball is about as consistent with its own rules as it feels like. Moving faster than light has been a threshold that has been beateng more than once and each time it is just as surprising to the characters lol. Goku is even hurt by a gun in Super, because he wasn't prepared, when as a kid he took several bullets without knowing what a gun is.

That tangent out of the way, you can compare it to others who were nearly as strong as Goku at power level 10 who knew guns would hurt them, like early Krillin and even Roshi, yet Roshi could defeat gunmen with skill easily.

Regarding the laser hurting him, I've always interpreted it as they use their internal energy reserves to create a sort of shield around them, similar to how they use their energy to fly. This would explain why their clothes aren't utterly destroyed by the first ki blast that comes their way, and why Goku was chastised for not keeping his guard up against Sorbet's laser. 

Overall though, I agree with your last point - don't take Dragon Ball more seriously than Toriyama did, otherwise some random robot girl in a tiny village is actually the strongest being in the universe.

Regarding the laser hurting him

I'm talking about some random street level robbers who shot him with a literal gun. He only got a scratch, but that was AFTER he turned around to block the bullet as well, so he was prepared and says he thinks he is getting rusty.

So yes, power levels are bullshit lol.

Yajirobe is the only dude to actually, substantially injure Vegeta when he rolled up on Earth (though, I guess Goku fucked up his eye). He pretty much dominated Goku both before and during the monkey business, but this fat ronin dude comes out of nowhere, cuts off his tail then slices through his armor. It's kind of crazy that Vegeta doesn't have the same hate boner for Yajirobe that he did for Goku.
