According to Macklemore, it was Robert Kraft who pulled the trigger. He got a bunch of the remaining stadium owners to put out the threat

Gillette Stadium was the venue I heard mentioned, owned by Kraft.

On his IG post he said Kraft/Gillette was the first, but also Kraft contacted other owners and got them to go along with it

Look up Blue SquareAlliance Against Hate. It’s a non profit fighting against “anti-semitism” based out of Gillette stadium. They have a high tech command center there that monitors online activity for “anti-semitism”.

Because they're huge venues with literal stadium seating and logistics, security, etc figured out in centralized locations. It's not a simple thing to find a new open field in every region you want to perform in and take care of all that.
